ORGANISATIONAL CONTEXT

 

 

The UNHCR’s Global Learning Centre (GLC) was established on 1st of June 2009 in Budapest with the goal of improving organizational performance through providing all staff that with opportunities to acquire knowledge and learn new skills, to improve their performance and better manage their individual career paths. We are responsible for coordinating internal learning activities agency-wide, ensuring that learning design, delivery, assessments and evaluations have the highest substantive and methodological integrity, adopt state-of-art educational technologies and that our learning activities closely reflect institutional priorities.

 

This position actively supports the evaluation of learning programmes that involves the work of the Learning Solutions Unit – LSU (Design and Development) of the Global Learning Centre (GLC). The incumbent will support the Learning Solutions Officer (Evaluation) in the conduct and management of learning evaluations and assessments. Active collaboration with GLC members will be a key aspect of the job.

 

 

FUNCTIONAL STATEMENT

 

Accountability

  • Learning programmes are evaluated and assessments are developed in compliance with UNHCR’s Learning Policy, guidelines and practices.

 

Responsibilities

  • Develop, review and/or advise GLC staff and other stakeholders on end-of-course evaluations as well as formative and summative assessments (e.g., tests, quizzes, written assignments, etc.);
  • Extract, compile and analyse data on learning evaluations from Learn & Connect LMS and other sources;
  • Support the planning, designing, development and implementation of evaluation projects, using the Kirkpatrick’s 4-level evaluation model or other appropriate methodologies, with guidance;
  • Draft evaluation-related products and reports;
  • Support the design, development and conduct of Training Needs Assessments;
  • Organize and participate in meetings with concerned stakeholders related to learning assessments and evaluation;
  • Administer the evaluation budget, including inter-alia, monitoring expenditures, commissioning and contracting external evaluations, as appropriate.
  • Design, develop and implement data collection tools (e.g., pre-post training questionnaires, interview guides, surveys, focus groups, document and data review protocols)
  • Conduct quantitative and qualitative analyses of data and information collected.
  • Maintain the evaluation work plan, webpage and filing system.

 

 

Authorities

  • Support the conduct of internal evaluations and the management of external evaluations of learning programmes, with guidance.
  • Act as the admin focal point for evaluation and assessment activities;
  • Maintain the evaluation systems, including, filing, softwares and databases.
  • Enter budget and expenditure data into PeopleSoft and run expenditure reports as needed.

 

 

ESSENTIAL MINIMUM QUALIFICATIONS, PROFESSIONAL EXPERIENCE AND REQUIRED COMPETENCIES

 

  • Completion of secondary education with post-secondary certification/training in research/evaluation methods;
  • Minimum 6 years of relevant work experience in social sciences research and/or evaluation:
  • Experience with the formulation of research and evaluation designs, quantitative and qualitative data collection, analysis and reporting of results;
  • Fluency in spoken English;
  • Very good drafting skills in English;
  • Skilled in the use of industry software for large quantitative and qualitative data analysis, such as Atlas, SPSS, STATA;
  • Experience with administrative, organization and logistical tasks associated with a research/evaluation project;
  • Ability to work independently in multicultural teams and prioritize deliverables against competing deadlines;
  • Ability to travel occasionally in connection with evaluation missions;

DESIRABLE QUALIFICATIONS AND COMPETENCIES

 

  • University degree in social sciences;
  • Research/evaluation publications in English;
  • Experience with an Enterprise Resource Management systems (ERP), Learning and Content Management Systems (LMS / LCMS) or equivalent.
  • Experience with adult training design and delivery;
  • Education/training in adult learning, training, educational technologies or related field.
